Public Hearing and
Special City Council Meeting
April 27, 2006
The Mt. Vernon City Council met for a Public Hearing and Special City Council Meeting on Thursday, April 27, 2006 at 4:30 p.m. at City Hall, 1100 Main Street, Mt. Vernon, Illinois.
Mayor David E. Keen called the Public Hearing and Special Meeting to order. Roll Call showed present: Council Member Ricky D. Heck, Council Member John Howard, Council Member Mike Walker and Mayor David E. Keen.
Mayor Keen dispensed with the invocation and Pledge of Allegiance.
City Clerk Jackie Sharp read the “ Notice of Special City Council Meeting”. The notice read as follows: “ We, David E. Keen and John Howard, two City Council Members, hereby call a Special Meeting of the Mt. Vernon City Council at 1100 Main Street, City Hall, Mt. Vernon, Illinois on Thursday, April 27, 2006, at 4:30 p.m. The purpose of this meeting is for such action, as the Council may desire on the following matters:
1. PUBLIC HEARING ON 2006/2007 ANNUAL BUDGET
2. ADOPTION OF THE 2006/2007 ANNUAL CITY OF MT. VERNON BUDGET

City Manager Roy L. Payne asked Finance Director Merle Hollmann to go through some of the budget items that have been discussed. Mr. Hollmann stated that the Working Fund Balance projected for April 30, 2007 is $1,128,868. Mr. Hollmann went on to speak about expected expenditures. Mr. Hollmann spoke regarding the cuts in salaries at Continental Tire and the effects it could have on the City funds. Mr. Hollmann spoke regarding the expenditures for the overpass, the salt dome, the pool and bathhouse and new vehicles. The possibility of borrowing funds was discussed. Mr. Hollmann stated that we continue to operate on a lean budget.
Motion by Council Member John Howard to suspend the rules to vote on an Ordinance. Second by Council Member Ricky D. Heck. Yeas: Heck, Howard, Walker and Keen.
Motion by Council Member John Howard to adopt the 2006/2007 Annual City of Mt. Vernon Budget as presented with Ordinance # 2006-15, Second by Council Member Ricky D. Heck. Yeas: Heck, Howard, Walker and Keen.
Motion by Council Member Ricky D. Heck to adjourn this Special City Council Meeting. Second by Council Member Mike Walker. Yeas: Heck, Howard, Walker and Keen.
