City Council Executive Session
April 19, 2004
The MT. Vernon City Council held an Executive Session on Monday, April 19, 2004, at 7:45 p.m. in the Park Office in Veterans Park.
Due to tape malfunctions there is not a tape for this meeting.
Present were: Mayor Milton R. Sees, Council Member Ricky D. Heck, Council Member John Howard, Council Member David E. Keen, City Manager Roy L. Payne, City Clerk Jackie Sharp , City Attorney David R. Leggans, Assistant City Manager Mary Ellen Futransky and Human Resources Director Mary Jo Pemberton.
City Manager Roy L. Payne spoke in regards to land acquisition. Discussion was held regarding right-of-way issues and several options were discussed with certain amounts to be spent and how to achieve the property needed. Different configurations for the streets needed were discussed. The possibility of purchasing some of the property needed and possibility of land locking one piece of property was discussed.
City Manager Roy L. Payne stated that union negotiations are not going well. The unions are resisting the insurance clauses.
Discussion of making parking Meter Officer full-time.
Union negotiations will continue.
