City Council Workshop Meeting

The Mt. Vernon City Council reconvened from recess at 4:25 p.m. for a Six-month Budget Review Workshop Meeting.

 

Motion by Council Member Mike Walker to Reconvene. Second by Council Member John Howard.  Yeas: Heck, Howard, Walker and Keen.  Absent: Holt.

 

Interim City Manager Merle Hollmann discussed the 6-month budget standings.  Mr. Hollmann stated that he had gone over figures with each department head to obtain the status of each department’s budget. 

 

Mr. Hollmann stated that the originally projected Working Fund Balance for 4/30/07 was  $ 1,128,868.00.  The actual 4/30/06 Working Fund Balance was higher than originally projected, $ 359,744.00.  This figure is even with the absorbed storm costs. The General Corporate Fund has had 16 Budget Adjustments so far this year. There are a few more to be sent through right away.

 

Mr. Hollmann stated that the revenues came in higher than expected in the last five months to a total amount of $ 346,000.00 extra.

 

Mr. Hollmann explained the fire trucks and salt dome and the fact that the City did not borrow any money for these items. Mr. Hollmann stated that this hurt the Working Fund Balance. The City budgeted that we would borrow $387,966.00 but did not borrow.  

 

Mr. Hollmann discussed the McGovern settlement.

 

Mr. Hollmann stated that the figures he has in the budget ahead are very conservative and there are hopes that the revenues come in higher.

 

The floor for the salt dome was discussed.  Possible purchase of a used mower for the Parks Department was discussed. The cost of Heritage Avenue off 42nd Street and the sewer line were discussed.   Discussion  was  held  regarding  the

 

 

purchase of State surplus vehicles and if it needed to be looked at to possibly use a lease/purchase program instead.

 

Mr. Hollmann stated that the Revised Projected Working Fund Balance at 4/30/07 is $1,154,436.00. This is a bit over one month’s expenditures.
