DECEMBER 7, 2006
The Mt. Vernon City Council met in Special Session on Thursday, December 7, 2006, at 4:00 p.m. in the Council Chambers at City Hall, 1100 Main Street, Mt. Vernon, Illinois.
Mayor David E. Keen called the meeting to order and dispensed with the Invocation and Pledge of Allegiance.
Roll call showed present: Council Member Ricky D. Heck, Council Member John Howard, Council Member Mike Walker and Mayor David E. Keen. Absent: Council Member Shirilyn Holt.
City Clerk Jackie Sharp read the Notice of Special Meeting. The notice read as follows: “ I, Mayor David E. Keen hereby call a Special City Council Meeting of the Mt. Vernon City Council on Thursday, December 7, 2006, 4:00 p.m. at the City Hall, 1100 Main Street, Mt. Vernon, Illinois. The purpose of this meeting is for such action as the Council may desire on the following matters:
1. First Reading of an Ordinance Regarding the Appointment of a City
Manager.

City Attorney David R. Leggans presented for Council’s consideration the First Reading of an Ordinance Regarding the Appointment of a City Manager.
Motion by Council Member John Howard to Suspend the Rules to Vote on an Ordinance. Second by Council Member Ricky D. Heck. Yeas: Heck, Howard, Walker and Keen. Absent: Holt. Motion by Council Member John Howard to Adopt Ordinance # 2006-55, an Ordinance Regarding an Employment Agreement with Mr. Ron Neibert. Second by Council Member Ricky D. Heck. Yeas: Heck, Howard, Walker and Keen. Absent: Holt.
Mayor David E. Keen introduced Mr. Ron Neibert to the audience. Mr. Neibert stated that he is coming to Mt. Vernon from Vandalia, Illinois. His starting date will be February 6, 2007, as he has to give 60 days notice to Vandalia.
Mayor David E. Keen stated that Interim City Manager/ Finance Director Merle Hollmann would continue as Interim City Manager until Mr. Neibert is available.
Motion by Council Member Ricky D. Heck to Recess this Special City Council Meeting to allow the press to meet and speak to Mr. Neibert. Council will then return for a Budget Workshop Meeting.
