Executive Session
January 20, 2004
The Mt. Vernon City Council held an Executive Session during the Regular City Council Meeting of January 20, 2004. The Executive Session began at 7:20 p.m.
In the Park Office at Veterans Park.
Present were: Council Member John Howard, Council Member David E. Keen, Council Member Milton R. Sees, City Manager Roy L. Payne, City Attorney David R. Leggans, City Clerk Jackie Sharp and Assistant City Manager Mary Ellen Futransky. Absent: Council Member Ricky D. Heck and Mayor Mark A. Terry.
City Manager Roy L. Payne stated that under personnel, Council needs to consider the salary for a new Assistant Police Chief. Mr. Payne stated that the salaries of some of the Captains already exceed the salary of a new Assistant Chief. Mr. Payne stated that this could be an issue in getting a qualified Assistant Chief.
Under Real Estate Acquisition, Mr. Payne spoke regarding 14 tracts of property near the overpass project area. Mr. Payne stated that the fair market value of land is $ 15,000.00 per acre. Mr. Payne stated that he may need permission to offer 10% over the fair market value on some of the property.
Mr. Payne also spoke regarding a wetlands issue mitigation.
