Public Hearing

July 17, 2006

 

The Mt. Vernon City Council held a Public Hearing at 6:45 p.m. prior to the Regular City Council Meeting on July 17, 2006, in the Community Building at Veterans Park.

 

The purpose of this Public Hearing was to discuss and receive citizen’s comments on closing out a Community Development Assistance Program Grant for a sanitary sewer replacement project for the City of Mt. Vernon.

 

Mayor David E. Keen called the meeting to order and asked City Manager Roy L. Payne to discuss the project.

 

City Manager Roy L. Payne stated that this was a close out of the project for a grant.  Mr. Payne asked City Engineer John Porter to give a report on the sewer project and grant.

 

Mr. Porter stated that this project ran from the intersection of 12th Street and Forest then proceeded back west along Forest Avenue to 19th Street, with the majority of the project being along Forest Avenue.

 

Mr. Porter stated that the project was the replacement of approximately 2,400 lineal feet of sanitary sewer main with 8 inch, 10 inch, 12 inch and 15-inch sewer pipe including tees, manholes, site restoration, traffic control and all related items.

 

The total cost of the project was as follows.  The grant amount was $350,000.00.  The sewer construction was $449,301.16 and the City leveraged with cash and in kind $116,667.00 for a total cost of $466,667.00.

 

The benefit of the project to low and moderate-income households was that the total number of persons served by the project was 3,445. The number of low to moderate-income persons served was 1,826. The percentage of low to moderate-income persons served was 52.99%.

 

Mr. Porter stated that this is the fourth phase of the sewer project and the final phase  to replace and upsize the existing trunk sanitary sewer alignment  located

 

 

 

in the southeastern part of the City. The project to replace the sanitary sewer lines and update mains in the southern part of the City has been financed almost completely by Public Facilities Grants.

 

City Manager Roy L. Payne stated that this project would abandon the old line that runs near the railroad tracks.

 

Mayor David E. Keen asked if Council had any questions regarding this project.  None were heard.  Mayor Keen asked if anyone present had any questions or comments regarding this project. None were heard.
