Special City Council Meeting
November 29, 2006
The Mt. Vernon City Council met for a Special City Council Meeting on Wednesday, November 29, 2006 at 8:30 a.m. in the Meeting Room at Municipal Building West.
Mayor David E. Keen called the Special City Council Meeting to order.
Roll call showed present: Council Member Ricky D. Heck, Council Member Shirilyn Holt, Council Member John Howard, Council Member Mike Walker and Mayor David E. Keen.
Mayor Keen dispensed with the Invocation and Pledge of Allegiance.
City Clerk Jackie Sharp read the Notice of Special City Council Meeting. The Notice read as follows:
“I, Mayor David E. Keen, hereby call a Special Meeting of the Mt. Vernon City Council on Wednesday, November 29, 2006, 8:30 a.m. to 4:30 p.m. at the Mt. Vernon Municipal Building West, Mt. Vernon, Illinois. The purpose of this Special Meeting is for such action as the Council may desire on the following matters:

Mayor David E. Keen stated that there were 21 applicants for the position of City Manager. Mayor Keen stated that after the first round of interviews, the field was narrowed down to nine applicants. The second interview process narrowed the field to three applicants. Mayor Keen stated that hopefully after today’s interviews there would be a consensus of Council to get to a final applicant.
Mayor David E. Keen stated that there are rules to interview the candidates as far as certain questions that cannot be asked legally. Mayor Keen explained the rating sheets for each candidate. Each Department Head was present to help conduct the interviews and ask questions of the candidates. Human Resources Director reminded the Department Heads of some of the questions that could be asked. Mrs. Pemberton spoke briefly about the candidates. She told the names, where they were from and short run down of their careers. Mrs. Pemberton passed out a copy of the candidate’s resumes so each Department Head could read the information.
Mayor Keen announced that Council needed to take action on another issue before the interviews were held, so if Department Heads wanted to leave they could.
Motion by Council Member Shirilyn Holt that the expenditure of $32,000.00 be authorized to settle all claims of litigation filed by former employee Jennifer McGovern. Second by Council Member Ricky D. Heck. Yeas: Heck, Holt, Howard, Walker and Keen.
