Special City Council Meeting

The Mt. Vernon City Council held a Special City Council Meeting on Wednesday, September 13, 2006, at 5:00 P.M. in the Council Chambers at City Hall, 1100 Main Street, Mt. Vernon, Illinois.
Mayor David E. Keen called the Special Meeting to order and dispensed with the Invocation and the Pledge of Allegiance.
Roll call showed present Council Member Ricky D. Heck, Council Member Shirilyn Holt, Council Member John Howard, Council Member Mike Walker and Mayor David E. Keen.
Mayor David E. Keen asked City Clerk Jackie Sharp to read the Notice of Special City Council Meeting. The notice read as follows:
I, Mayor David E. Keen hereby call a Special Meeting of the Mt. Vernon City Council on Wednesday, September 13, 2006 at 5:00 P.M. at City Hall, 1100 Main Street, Mt. Vernon, Illinois. The purpose of this meeting is for such action as Council may desire on the following matters:
1. EXECUTIVE SESSION TO DISCUSS PERSONNEL

Motion by Council Member John Howard to go into Executive Session to Discuss Personnel. Second by Council Member Shirilyn Holt. Yeas: Heck, Holt, Howard, Walker and Keen.
EXECUTIVE SESSION
Council returned from Executive Session at 6:30 PM and resumed the Regular Session.
Motion by Council Member Ricky D. Heck stated that at this time, City Manager Roy L. Payne’s contract is being terminated effective immediately as Council has determined that, under current circumstances, he will be unable to function effectively as City Manager. Second by Council Member John Howard. Yeas: Heck, Holt, Howard, Walker and Keen.
Motion by Council Member Ricky D. Heck to adjourn this Special City Council Meeting. Second by Council Member Shirilyn Holt. Yeas: Heck, Holt, Howard, Walker and Keen.
