Regular City Council Meeting

November 3, 3008

 

 

 

 

The Mt. Vernon City Council met in Regular Session on Monday, November 3, 2008 at 7:00 p.m. in the Community Building at Veterans Park.

 

Mayor Mary Jane Chesley called the meeting to order.  Corporation Counsel Bill Howard gave the invocation.

 

The Pledge of Allegiance was given.

 

Roll call showed present:  Council Member Mary Burgan, Council Member Mike Walker, Council Member David Wood and Mayor Mary Jane Chesley.  Absent: Council Member Shirilyn Holt.

 

The journals for the October 14, 2008 City Council Workshop Meeting and the October 20, 2008 Regular City Council Meeting were presented to Council for any additions, deletions or corrections.  Motion by Council Member David Wood to Approve the journals for the October 14, 2008 City Council Workshop Meeting and the October 20, 2008 Regular City Council Meeting as presented.  Mayor Chesley stated that she would ask for a correction on the October 20, 2008 Regular City Council Meeting Journal.  On page 2 there is an error in the amount of the low bid of GP Designs that should be $10,820.00 instead of $10,810.00. Council Member Wood revised his motion to include after the change in the October 20, 2008 journal as noted.  Second by Council Member Mary Burgan.  Yeas: Burgan, Walker, Wood and Chesley.  Absent: Holt.

 

The Consolidated Vouchers for the Accounts Payable for November 2008 in the amount of $1,983,285.58 were presented for Council’s consideration.  Council Member David Wood asked if City Manager Ron Neibert could explain some of the larger expenses as to why the amount is so high.  Mr. Neibert explained that item # 6 the IML Risk Management is the Annual Premium for the City’s Commercial Insurance, which is the liability, automobile and equipment insurance. The distribution of Property Taxes to the Police and Fire Pension Funds is another large item. Motion by Council Member Mike Walker to Approve the Consolidated Vouchers for Accounts Payable for November in the  amount of

 

 

$ 1,983,285.58 as presented.  Second by Council Member Mary Burgan.  Yeas: Burgan, Walker, Wood and Chesley.  Absent: Holt.

City Manager Ron Neibert reminded everyone to enjoy his or her right to vote tomorrow.

 

CITY ATTORNEY

 

Corporation Counsel Bill Howard presented for Council’s consideration the Second Reading of an Ordinance Vacating an Alley Within the City of Mt. Vernon. The Petitioning party is Mt. Vernon City Schools District 80.  Mr. Kevin Settle was present to explain the request for vacation.  Mr. Settle stated that the District would like to retain the portion of the property that houses the Central Office but would like to sell the rest of the property.  The alleyway runs between the playground and the school and gym. The vacation would allow the new owners to be able to use all of the property without the alley dividing the properties. There were no objectors or any questions regarding this request.  Motion by Council Member David Wood to Adopt Ordinance # 2008-49, an Ordinance vacating an alleyway between 17th and 18th Street on the current District #80 and Lincoln School properties as presented.  Second by Council Member Mike Walker.  Yeas: Burgan, Walker, Wood and Chesley.  Absent: Holt.

CITY COUNCIL

 

Council Member Mary Burgan spoke regarding the festivities at the Mitchell Museum and Cedarhurst last weekend and the new family education center.  Mrs. Burgan stated that this addition to the museum is phenomenal and easily compares to anything in the Chicago area. Mrs. Burgan stated that her son was really impressed and enjoyed his trip there. Mrs. Burgan implored anyone with small children to check out the addition and enjoy it. She stated that you do not have to be members to attend. Council Member David Wood stated that he thought it was wonderful that the museum had raised the $6.1 million dollars to do this addition with just fundraisers. No grants were used.
