The Mt. Vernon City Council met in Regular Session on Monday, March 3, 2008 at 7:00 p.m. following a Public Hearing.
Mayor Mary Jane Chesley called the Regular City Council Meeting to order.
Father Gene Tucker of Trinity Episcopal Church gave the invocation.
The Pledge of Allegiance was given.
Roll call showed present: Council Member Mary Burgan, Council Member Shirilyn Holt, Council Member Mike Walker, Council Member David Wood and Mayor Mary Jane Chesley.
The journals for the February 19, 2008 Public Hearing and Regular City Council Meeting and the February 25, 2008 City Council Workshop Meeting were presented to Council for any additions, corrections or deletions. Motion by Council Member Shirilyn Holt to Approve the journals for the February 18, 2008 Public Hearing and Regular City Council Meeting and the February 25, 2008 City Council Workshop Meeting as presented. Second by Council Member Mary Burgan. Yeas: Burgan, Holt, Walker, Wood and Chesley.
The Consolidated Vouchers for Accounts Payable for March 2008 in the amount of $ 423,030.62 were presented to Council for consideration. Council Member David Wood asked if the $50,000.00 payment to JCDC is the final installment for 2008. City Manager Ron Neibert stated that yes it is. Council Member Mike Walker stated that he thought the City was doing our own striping. City Manager Ron Neibert stated that they are most of the time, but sometimes they cannot.
Motion by Council Member David Wood to approve the Consolidated Vouchers for Accounts Payable for March 2008 in the amount of $ 423,030.62 as presented. Second by Council Member Mike Walker. Yeas: Burgan, Holt, Walker, Wood and Chesley.
City Manager Ron Neibert introduced Derrick Quitsch to speak about the City Wide Clean-Up. Mr. Quitsch stated that the City Wide Clean-Up would be held on Saturday, May 3, 2008 beginning at Veterans Park at 8:00 a.m. The theme for this year’s clean up is “ Making Mt. Vernon’s Future”. Mr. Quitsch stated that breakfast and lunch will be provided for all workers and each worker will receive a free tie dye t-shirt. There will also be a live band named the Page playing “Led Zeppelin” songs. And there will be a lot of activities for the kids. Mr. Quitsch urged everyone to participate and come out and enjoy the day and have fun doing something good for Mt. Vernon. Volunteers and teams are still needed.
City Manager Ron Neibert presented to Council for their consideration a Request for Authorization to Seek Bids for Police Department Ammunition. Mr. Neibert stated that this is normally an annual request from the Police Department. Motion by Council Member Mike Walker to Approve the Request for Authorization to Seek Bids for the Police Department Ammunition. Second by Council Member David Wood. Yeas: Burgan, Holt, Walker, Wood and Chesley.
Corporation Counsel Bill Howard presented for Council’s consideration the Second Reading of an Ordinance Annexing Property Located at 648 Fairfield Road. Motion by Council Member David Wood to Adopt Ordinance # 2008-4, an Ordinance Annexing Property Located at 648 Fairfield Road. Second by Council Member Shirilyn Holt. Yeas: Burgan, Holt, Walker, Wood and Chesley.
Mayor Mary Jane Chesley stated that she was pleased to honor a long serving member of the Planning and Zoning Commission Mr. Ish Kennedy. Mayor Chesley stated that Mr. Kennedy has served on the Commission for 37 years. Mayor Chesley stated that the Boards and Commissions are the backbone of the City. The people that serve on these Boards and Commissions do a great amount of work for no salaries. The Planning and Zoning Commission is not an easy Board to serve on and it takes a lot of research and thought by the members. Mayor Chesley read a plaque honoring Mr. Kennedy and thanking him for his many years of service. Mayor Chesley and Council all thanked Mr.
Kennedy for his service on the Commission. Mr. Kennedy stated that he enjoyed every minute of his service but it was time for him to step down.
VISITORS/CITIZEN REQUESTS/ ADDRESSES FROM THE AUDIENCE
Mr. Lonnie Buttrum of East Perkins Avenue addressed Council regarding the road condition between his home and 10th Street. He said the road has been very wet lately and the condition is very poor. There are large holes and washed out areas causing it to be rough to drive on. Mr. Buttrum stated that especially Rackaway Street and East Perkins. City Manager Ron Neibert stated that he would have the Public Works Department look at the road to see what can be done.
