The Mt. Vernon City Council held a Public Hearing on February 16, 2010 at 6:45 p.m. in the Rolland W. Lewis Community Building at Veterans Park.

Mayor Mary Jane Chesley called the Public Hearing to order and stated that the purpose of this Public Hearing is for the consideration and discussion of Ordinances authorizing execution of annexation agreements regarding the following described tracts of real estate, commonly described as the 300 block (projected) of Davidson Avenue as to tracts 1-5 and 12156 N. Wells Bypass (S. 45th Street), Mt. Vernon, Illinois as to Tract 6-8.

City Manager Ron Neibert stated that there are four agreements to annex property to the City. The agreements consist of 116 acres of Frosty Hills property and 210 acres of Barnard property, consisting of property owned by Leon Barnard, property owned by BMH Farms – the Barnard family, and Shiloh Acres LLC owned by the Barnards also. The owners of the properties have agreed to annex the property. Mr. Neibert stated that this is the properties the City needed to construct Veterans Memorial Drive and South Davidson Drive. The owners are going to donate the Right of Ways needed for the streets and infrastructures. The City will in turn try to establish a TIF District. The City will allow the property owners to locate roadways and utilities to be advantageous to all. The City agrees to rezone the properties to allow a variety of multi family uses and industrial and commercial uses.

Council Member David Wood stated that he would like to thank the Mayor and City Manager and all of the parties and owners of property involved for these agreements.  We are truly on our way. Council Member Wood stated that there were a lot of issues involved and a lot of concerns for all parties. This is not an easy item for any concerned. He just wanted to again commend everyone involved. He stated that to echo Council Member Piper “we will soon be open for business”.

Hearing no other comments, Mayor Mary Jane Chesley closed the Public Hearing portion of this meeting at 6:50 p.m.
