REQUIREMENTS INSPECTIONS REQUIRED
– Commercial
Buildings:
Plans must state occupancy use
group.
- Plans must be sealed by Architect or Structural
Engineer licensed in the State of Illinois.
- Structural Certification of Building
- Two sets of plans must be submitted.
- Site Plan – Sealed by a Professional Engineer, Land
Surveyor or Architect licensed in the State of Illinois and showing:
- Site location map.
- Entire project property with dimensions and
bearings.
- Location of all structures existing and proposed.
- Limits of all paved areas and pavement types
existing and proposed.
- Location and dimensions of all driveway entrances
existing and proposed.
- All curbs and cutters existing and proposed.
- All sidewalks existing and proposed.
- Ground contours at 2-foot intervals existing and
proposed.
- All utilities existing and proposed; location of
water meter, water and sewer taps.
- Location of all fire hydrants existing and
proposed.
- Location of Fire Lanes, if required.
- Information, calculations, and permits that must be
sealed only by a Professional Engineer licensed in the State of Illinois
include but is not limited to:
- All information as required by Article 20 of the
Revised Code of Ordinances for the City of Mount Vernon (Storm Water and
Erosion Control).
- Storm water and erosion control plan showing pipe
size and type, grades, invert and top elevation of structures, storm
water detention area and erosion control measures. Submit copies of all storm sewer,
drainage and storm water detention calculations.
- An NPDES storm water discharge permit from the
Illinois EPA is required prior to earth disturbing activities for sites
greater than one acre. Submit
copy of storm water pollution prevention plan.
- All construction permit applications submitted to
the Illinois EPA for water and sewer main extensions.
- Driveway entrances on routes controlled by the
State of Illinois or other routes such as Federal Aid Urban (FAU) routes
controlled by the City.
- Other details or calculations as required
following plan or calculation review
by City staff.
- Foundation Plan
- Showing location, depth, width and reinforcement
steel.
- Cross-section thru footing.
- Detail of any key-way.
- Elevation Plan
- Front view
- Rear view
- Side view
- Floor Plan for each Floor including Basement
- Detail Dimensions
- Finish Schedule
- Door & Hardware Schedule
- Structural Plan
- Cross Section through building
- Wall Sections
- Details of Structural Members Connections
- Details are required
- Plumbing Plan for each Floor
- Fixture Location
- Fixture schedule
- Plumbing Schematic
- Sprinkler Plan if required
- Electrical Plan for each Floor
- Wire size and type
- Conduit size and type
- Fixture locations
- Switch locations
- Service entry location and size
- Location, size, and type of all Distribution Panels
- Location of all Disconnects
- Location of Exit Lights
- Fire Alarm System if required
- Location of Emergency Lighting
- HVAC Plan for each Floor
- All Duct locations and size
- Location of dampers, if required
- Excavation Permit
A Permit is required for Excavation or opening of
public grounds including curb cuts, sidewalks, water and sewer taps, and storm
sewers.

13. Specifications
These guidelines are the minimum required. Additional drawings may be required if plans
do not provide sufficient detail to complete the City’s review process.
INSPECTIONS REQUIRED during construction
to obtain a Certificate of Occupancy:
Contractor shall give 24-hour notice before each required inspection.
