The City of Mt.
Vernon Finance Department is made up of two divisions, the
Finance Administration Division and the Finance Billing Services

The Finance Administration
Division is made up of the Finance Director and support staff.
Finance Administration is responsible for all fiscal matters of
the City, including administration of the City’s operating
budget, accounting for all assets, liabilities, equity,
revenues, and expenditures, processing and payment of the City’s
accounts payable, computation and payment of payroll for 175-200
employees, investment of available monetary assets, assistance
with the external audit, administration of city grants and
serving in an advisory capacity to the City Manager and City
Council.
Billing Services
is responsible for all water connects, disconnects, billings and
collections. First time customers, renters without an existing
deposit, and those without a satisfactory credit record with the
City are required to pay a deposit. All connections are charged
a $25 hook-up fee based upon the size of the
water meter. Water bills may be paid at City Hall, at
three night deposit boxes, by mailing to P.O. Box 1708, Mt.
Vernon, IL 62864, or by the City’s e-pay online
payment option on this website. Hours are Monday through
Friday, 8:00 a.m. to 5:00 p.m.
