Regular City Council Meeting

July 2, 2007

The Mt. Vernon City Council met in Regular Session on Monday, July 2, 2007 at 7:00 p.m. in the community building in Veterans Park.

Mayor Mary Jane Chesley called the Regular Meeting to order and Reverend Bob Meyer of Victory Christian Center gave the invocation.

The Pledge of Allegiance was given. 

Roll call showed present: Council Member Mary Burgan, Council Member Shirilyn Holt, Council Member Mike Walker, Council Member David Wood and Mayor Mary Jane Chesley.

The journals for the June 13, 2007 Special City Council Workshop Meeting, the June 18, 2007 City Council Public Hearing and the June 18, 2007 Regular City Council Meeting were presented to Council for any additions, corrections or deletions.  Motion by Council Member Shirilyn Holt to approve the journals for the June 13, 2007 Special City Council Workshop Meeting, the June 18, 2007 City Council Public Hearing and the June 18, 2007 Regular City Council Meeting.  Second by Council Member David Wood.  Yeas:  Burgan, Holt, Walker, Wood and Chesley.

The Consolidated Vouchers for Accounts Payable for July 2007 in the amount of $633,057.08 were presented to Council for their consideration. Motion by Council Member David Wood to approve the Consolidated Vouchers for Accounts Payable for July 2007 in the amount of $633,057.08 as presented.  Second by Council Member Mike Walker.  Yeas:  Burgan, Holt, Walker, Wood and Chesley.

 

BIDS AND QUOTES

 

CITY MANAGER

City Manager Ron Neibert introduced Derrick Quitsch and Wes Neal co-chairmen of the City Wide Clean-Up Program.  Mr. Quitsch thanked all of the sponsors that made the clean-up possible and presented each of them with an award.

City Manager Ron Neibert stated that the Fire Department is requesting permission to purchase two defibrillators to replace two that are out of date.  Quotes were received from:

Moore Medical                                              $31,678.38                                                   

Southeastern Emergency Equip.                       $42,431.00

Welch Allyn                                                  $42,635.80

Mr. Neibert stated that staff recommendation was to accept the low quote from Moore Medical in the amount of $31,678.38. Motion by Council Member Mike Walker to approve the low quote from Moore Medical in the amount of $31,678.38. Second by Council Member Mary Burgan.  Yeas:  Burgan, Holt, Walker, Wood and Chesley.

CITY ATTORNEY

Corporation Counsel Bill Howard presented for Councilís consideration the Second Reading of an Ordinance Rezoning Property Located at 2803 Benton Road from Class FP to B2 for Petitioning Party Randy Fitzjerrells.  Motion by Council Member David Wood to approve Ordinance 2007-35 an Ordinance Rezoning Property Located at 2803 Benton Road from Class FP to B2 for Petitioning Party Randy Fitzjerrells. Second by Council Member Mike Walker.  Yeas:  Burgan, Holt, Walker, Wood and Chesley.

MAYOR

Mayor Mary Jane Chesley presented for Councilís advice and consent of the re-appointment of Bernie Dickneite and Debbie Greene to the Tourism Advisory Board for three-year terms. Motion by Council Member Mary Burgan to approve the Mayorís re-appointment of Bernie Dickneite and Debbie Green to the Tourism Advisory Board. Second by Council Member Shirilyn Holt.  Yeas: Burgan, Holt, Walker, Wood and Chesley.

Mayor Mary Jane Chesley asked for Councilís advice and consent on the re-appointments of Jerry Harpole, Ted Knapp, Ashley Beadle and Ulysses Morgan to the Park Board for two-year terms. Motion by Council Member David Wood to re-appoint Jerry Harpole, Ted Knapp, Ashley Beadle and Ulysses Morgan to the Park Board. Second by Council Member Mary Burgan.  Yeas:  Burgan, Holt, Walker, Wood and Chesley.

Mayor Chesley reminded everyone of the Salute to Freedom July 4 at the Mt. Vernon Airport. Fireworks will start at dusk.

Mayor Chesley addressed the issue of a Comprehensive Plan for the City. She stated that the Council has discussed this Plan and there is a necessity for it. The last Plan was done in 1963 and a new Plan is well overdue. Mayor Chesley stated that this Plan would involve all the people, the citizens, the Boards, the Council, the Department Heads. Mayor Chesley would like to have feedback from everyone especially the young people since this will be their future. It is a plan that has to be designed to help stimulate the future economic growth and quality of life development in the community.

Mayor Chesley asked Assistant Fire Chief Kevin Sargent to come forward and talk about the benefit that the Fire Department is planning for Bethany Lorenzini, 8-year-old daughter of Tim and Kristina Lorenzini. Assistant Fire Chief Sargent stated that Tim is a lieutenant with the Mt. Vernon Fire Department. Bethany has been diagnosed with Ewingís sarcoma, a rare cancer located in the bone and soft tissue. The benefit lunch will be held from 10 a.m. to 2 p.m. Friday, July 6 at the fire station at City Hall.

CITY COUNCIL

VISITORS/CITIZEN REQUESTS/ADDRESSES FROM THE AUDIENCE

Bobby Farris asked about street closings for the Sweetcorn Watermelon Parade.  Mayor Chesley stated yes, the City Manager is making arrangements and has been in contact with the two chairmen of the Sweetcorn Watermelon Committee and the City will be closing off a couple of streets. Mayor Chesley stated that we are expecting busloads of tourists from Missouri.

Mayor Chesley asked Bernie Dickneite to talk a little about the tour buses that are coming for the Sweetcorn Watermelon Festival. 

Mr. Dickneite stated that this year he was approached by the park ranger from St. Charles Missouri and the City is getting two busloads of seniors from St. Charles and also three busloads of seniors from St. Louis for the Sweetcorn Watermelon Festival. Mr. Dickneite also spoke about a new strongman event for this yearís festival that he said will really be a lot of fun.

Bobby Farris asked about continued spraying for mosquitoes. The Mayor stated that the City Manager would take care of it.
