City Council Meeting

The Mt.
Vernon City Council met for a Special City Council Meeting on Monday, August 8,
2011, at 3:00 p.m. in the Council Chambers at City Hall,
Mayor,
Mary Jane Chesley, called the meeting to order.
Roll Call
showed present: Council Members; Dennis McEnaney, Todd Piper, David Wood and
Mayor, Mary Jane Chesley. Absent: Council Member, Lash
Mayor,
Mary Jane Chesley, presented the Appointment of Jerilee Hopkins to City Clerk to
replace Jackie Sharp.
Council
Member, Wood, stated that he had spoken with many people who were wholeheartedly
in support of her appointment to the City Clerk’s position.
Motion was
made by Council Member, Piper, to Appoint Jerilee Hopkins to the City Clerk
Position. Second by Council Member,
McEnaney. Yeas: McEnaney, Piper, Wood and Chesley. Absent: Lash
Human
Resource Director, Mary Jo Pemberton, swore in Jerilee Hopkins as City Clerk for
the City of Mt. Vernon.
Mayor,
Mary Jane Chesley, presented the Re-Appointment of Dean Dickerson to the
Planning and Zoning Commission.
Council
Member, McEnaney, stated that he had worked with Dean Dickerson when he was on
the Zoning Commission years ago. He stated that Mr. Dickerson was very
intelligent and very good with his approach to handling issues related to the
Commission.
Council
Member, Wood, commented on the importance of the Commission to help plan,
be hands on and active when dealing with
issues and situations before those issues are brought to Council. Council
Member, Wood, stated that Mr. Dickerson would continue to be an asset to the
Planning and Zoning Commission.
Council
Member, Piper, asked if all the spots were filled on the Board.
Mayor,
Mary Jane Chesley, stated that one spot was still available. She mentioned that
she appreciates those who are volunteering their time.
Council
Member, Piper, asked if the City Manager attended each meeting. City Manager,
Neibert, stated that he didn’t attend every one; however, the City Engineer
attends each.
Council
Member, Piper, asked if the Planning and Zoning Commission would be reviewing
the Western Expansion and any new projects. City Manager, Neibert, stated that
was correct.
Council
Member, Wood, spoke in regards to having a rotating, non-voting, City Council
Member at each of the meetings in order for the Commission to get an idea of
what Council’s thinking is as well as to open up a line of communication between
Council and the Zoning and Planning Commission. He would like to see this
implemented this year.
Council
Member, Wood, made a motion to approve the Re-Appointment of Dean Dickerson to
the Planning and Zoning Commission. Second by Council Member, Piper. Yeas:
McEnaney, Piper, Wood and Chesley. Absent: Council Member, Lash
Mayor,
Mary Jane Chesley, presented the Appointment of Melody Mauer to the Planning and
Zoning Commission to replace, Larry Griffin.
Council
Member, McEnaney, mentioned his association with Ms. Mauer in the past and noted
that she was knowledgeable and easy to work with.
Motion by
Council Member, McEnaney, to Appoint Melody Mauer to the Planning and Zoning
Commission. Second by Council Member, Wood. Yeas: McEnaney, Piper, Wood and
Chesley. Absent: Council Member, Lash
City
Manager, Neibert, presented a request to Council to go into Executive Session to
discuss Land Acquisition.

Wood and Chesley. Absent: Council Member Lash
