Animal Services

The City of Mt. Vernon has rules in place to help keep both people and animals safe. Since September 1, 1999, the City has partnered with Jefferson County Animal Services to respond to animal complaints and enforce city ordinances.

To report an issue with animals, call the Jefferson County Animal Shelter at (618) 244-8024.

Pet Limits

Residents may not keep six or more dogs and/or cats (over four months old) unless:

  • The property is properly zoned,
  • The correct license are obtained, and
  • The owner is operating lawfully under the Illinois Animal Welfare Act (225 ILCS 605)

Chickens and Farm Animals

Farm animals, including chickens, may be kept in Mt. Vernon as long as they do not create problems for neighbors or the community. It is unlawful to keep animals in a way that causes:

  • Offensive smells
  • Loud noises
  • Any condition that could be dangerous to public health

This applies to animals such as cattle, hogs, sheep, goats, and others. Chickens are permitted but must follow all City rules regarding noise, odor, and health concerns.

Animals Running Loose

Pets must remain on the owner’s property or be properly restrained at all times. A pet is considered restrained if it is:

  • On a leash,
  • Inside a pet carrier, or
  • Inside a vehicle

Pets are not allowed to run free on streets, sidewalks, parks, public places, or other people’s property.

If you’ve lost a pet or found a stray, Jefferson County Animal Services is here to help. The shelter keeps records of lost and found pets and works hard to reunite families with their animals.
