DESCRIPTION

HOURS OF WORK: FLSA Classification is exempt. The Public Works Office is open Monday through Friday, 7:00 a.m. to 4:00 p.m. Attendance at City Council Meetings may be required, if required by the City Manager or the Director of Public Works.

DISTINGUISHING FEATURES OF WORK: Under the general direction of the City Manager, Director of Public Works, and the Assistant Director of Public Works, supervises fields of work such as streets and water/sewer and parks maintenance.

ILLUSTRATIVE EXAMPLES OF WORK:

  • Assist the Public Works Director in hiring, training, disciplining and evaluating employees.
  • Directs operations concerning maintenance of streets, water, and sanitary sewer systems; assigns daily work to various crews, and monitors the progress of each work assignment.
  • Supervises the day-to-day job sites throughout the city.
  • Supervises workers on specific crews; handles complex problems that are difficult to deal with; assists in making final approval and accuracy checks on all projects completed.
  • Coordinates workload of crews; prioritizes job assignments; generates records and reports of activities supervised.
  • Assigns work to workers.
  • Deals with division personnel difficulties.
  • Compiles various reports.
  • Assists in planning and organizing the water, sanitary, and storm sewer systems.
  • Inventories supplies and equipment; orders necessary supplies and equipment; schedules crews for maintenance on equipment.
  • May make final decisions in the absence of the Director or Assistant Director.
  • Deals with difficult and complex work in the area of equipment operation; assists Fleet Services Director in writing specifications for new equipment.
  • Assists Engineering Department in setting up grades for road and utility projects.
  • Performs any other related tasks assigned by the City Manager, Director of Public Works, or Assistant Director of Public Works.

SIGNIFICANT RESPONSIBLITIES:

  • On Call status required.
  • Must possess computer skills.
  • Ability to follow and teach standard safety practices and procedures common to equipment operation. and maintenance work.
  • Ability to create effective working relationships with employees and the general public.
  • Ability to read grades on stakes and maps.
  • Ability to motivate employees to work.
  • Ability to communicate effectively both verbally and in writing.

REQUIREMENTS

EDUCATION:

  • Requires knowledge, skill and mental development equivalent to the completion of four years high school
  • Requires the ability to obtain Illinois Class “D” Water Supply Operator’s License within 6 months of employment.
  • GIS experience preferred.

EXPERIENCE:

  • Requires two years progressively responsible work experience in public works and/or water/sewer related field.
  • Requires experience in supervising skilled and unskilled employees, engaged in various types of underground construction activities.
  • Requires knowledge of modern construction, maintenance and repair practices and methods in a water distribution and/or sewer collection system.
  • Requires valid Class D driver’s license with the ability to obtain CDL within 6 months of employment.
  • A minimum of two years’ experience in a public works environment is preferred.
  • Requires ability to pass background and security check.

PHYSICAL: 

  • Ability to lift up to 50 pounds using proper body mechanics.
  • Ability to stand, sit, reach, grasp, lift/carry, walk, climb, kneel, squat/bend, push/pull, or crawl.
  • Ability to work in inclement weather
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations.
  • Perform detailed work requiring visual acuity
  • Use non-verbal/auditory sources of information such as cell phones

RESIDENCY:

  • All applicants shall reside in either Jefferson County, or a County adjacent to Jefferson County, including any of the following: Marion, Wayne, Hamilton, Franklin, Perry, or Washington, as their principal place of residence, within six (6) months of hire, and thereafter at all times during the time of their employment by the City. Any employee who shall fail to establish and/or maintain his or her domicile and residency as required herein shall be subject to discharge from employment with the City.
