Zoning
The City of Mt. Vernon oversees zoning within the city limits and up to 1.5 miles outside the city. Zoning helps organize land use so our community grows in a safe, healthy, and well-planned way. It also ensures public services like roads and utilities can support that growth.
What is Zoning?
Zoning divides the city into different areas called zoning districts. Each district has rules about what kinds of buildings and activities can happen there.
For example:
- Some areas are only for homes
- Other areas allow a mix of homes and businesses
The main goal of zoning is to keep the city safe and pleasant. For example:
- Preventing a noisy factory from being built next to quiet homes
- Protecting natural areas like wetlands from development
Types of Zones
Mt. Vernon has 15 zoning districts, which cover places like homes, businesses, factories, and farms. Each district has its own rules.

Types of Uses
- Principal Uses: The main activities allowed in a zone without special permission (ex: houses in a residential zone).
- Accessory Uses: Secondary uses that go with the principal use (ex: a lawyer working from their home).
- Permitted Uses: Uses that may be allowed with special review and approval from the Planning and Zoning Commission. (ex: a medium-sized daycare in a residential area). The Commission checks details like parking and outdoor play areas before deciding.
