Zoning
The City of Mt. Vernon controls zoning inside the city limits and one and a half miles outside the city. Zoning helps organize land so our community grows in a safe, healthy, and planned way. It also makes sure public services like roads and utilities can support the growth.
What is Zoning?
Zoning is like dividing the city into different areas called zoning districts. Each district has rules about what kinds of buildings and activities can happen there. For example, some areas are only for homes, while others may have a mix of homes and businesses.
The main goal of zoning is to keep the city safe and pleasant. For example:

It prevents a noisy factory from being built next to quiet homes.

It protects special places like wetlands where animals live by keeping them free from building.
Types of Zones
Mt. Vernon has 15 different zoning districts for places like houses, stores, factories, and farms. Each zone has rules about what is allowed.

Types of Uses

Principal Uses: The main things allowed in a zone without special permission. For example, houses in a residential zone.

Accessory Uses: Secondary or extra uses that go along with the principal use. For example, a lawyer working from their home.

Permitted Uses: Uses that might be allowed but need special review and approval from the Planning and Zoning Commission. For example, a medium-sized daycare in a residential area. The commission will check on things like parking and outdoor play areas before deciding.
