Pay Your Water and Sewer Bill

Payments are due in the office 16 days after the bill date. Failure to receive a bill or notice or being out of town does not relieve the customer of their responsibility to pay the bill.  Please notify Billing Services if you are having problems receiving your bill.

If your water is shut-off due to non-payment, a non-refundable fee of $25.00 will be added to your account.

Ways To Pay

We offer multiple ways to make your payment. Choose which option works best for you.

Automatic Bank Draft

 This service allows you to automatically pay your monthly water/sewer bill using your checking account, but without writing checks. You will need the following items to set up this service.

  • Provide a voided check or a letter from your bank with your account information.
  • Photo ID
  • Signed bank draft form

This service can be set up online, in person or via email. Contact the Billing Services Office for more information.

Drop Payment Off/ In-Person

You can drop make your payment in person at the Utility Billing Office in City Hall (weekdays, 8 a.m. to 5 p.m.) or at one of our drop box locations.

If you want to pay your bill online, you will first need to set up an account. You will need your account number, an email address and the amount of you last payment. (For new accounts, enter $25.00 as you last payment amount.)  Follow these steps to set up an account:

  1. Visit the Payment Portal
  2. Select "Utility Billing"
  3. Select "Sign In or Sign Up"
  4. Select "Register"
  5. Enter your information and click "Register"

To Make An Online Payment

  1. Visit the Payment Portal
  2. Select "Utility Billing"
  3. Sign into your account
  4. Select "Pay Bill"
  5. Enter the payment amount


To make your payment over the phone using a debit or credit card, call 1-855-336-4984.

Text to Pay

This service allows you to receive a message when you have a new utility bill and to pay your bill through text.
Follow these steps to enroll by phone:

  • Call  1-855-33-4984 
  • After confirming the payment amount, a prompt will ask if you would like to enroll in Text to Pay. 
  • Accept enrollment
  • You will then receive a text welcoming you to Text to Pay and to complete your enrollment pay replying Verify.

Follow these steps to enroll online:

  • Visit the Payment Portal
  • In the top right-hand corner, select Sign In/Register to log in
  • Once logged in, select the "Enroll to text to pay" box that appears on your account homepage. 
  • Once you enroll, you will receive a verification text message.

When your new bill is ready, you will receive a text with your account number, payment amount due, and due date. You simply reply Pay to pay your bill with the card you put on file when enrolling.


Water service will be disconnected for the following reasons:

  • Nonpayment of bills
  • Returned bills that were unable to forward
  • Returned checks
  • Falsifying billing information
  • Illegal use of water
  • Refusal to allow the water department to inspect your meter, yard, or building.
  • Non-compliance with city rules and regulations

To have service restored, the account balance must be paid in full plus a minimum administrative fee of $25.00. For reconnection after normal business hours, an additional overtime charge of $150.00 will be added to your account.

Illegal Tampering

The City of Mt. Vernon strictly prohibits tampering with sewer manhole lids or turning on/off any fire hydrants, water valves or water meters and removal of lockout devices that have been installed by city personnel. Violators are subject to a minimum fine of $50.00 and will be prosecuted under applicable laws,
